Job Purpose:
Check Defense is a fast-growing federal contractor seeking a highly qualified Indefinite Delivery/Indefinite Quantity (IDIQ) Program Manager (PM). The IDIQ PM is responsible for the overall management, direction, administration, quality assurance, and providing leadership across multiple customer engagements, drive organic business development initiatives, and support proposal development through technical strategies and narrative contributions for the execution of the Special Operations Forces Global Services Delivery (SOF GSD) IDIQ contract. The IDIQ PM shall serve as the main point of contact between HQ USSOCOM SOF personnel and company management. The IDIQ PM will utilize strategic project experience coupled with related operational leadership experience to ensure compliance with contract terms and correct non-conforming services as needed.
Duties and Responsibilities:
- Program Management & Leadership
- Responsible for overall execution of the contract.
- Manage and direct the daily execution of multiple programs, ensuring alignment with cost, schedule, and performance metrics.
- Supervise TO personnel; manage contractor employees and the performance associated with all task orders.
- Serves as the focal point between HQ USSOCOM SOF AT&L-KH personnel, and their company’s management regarding all issues and discrepancies.
- Ensure all obligations are met during program closeout and maintain comprehensive program documentation.
- Shall participate in formal activity and program management reviews quarterly at HQ USSOCOM (unless otherwise specified) and as directed by the KO.
- Compliance & Reporting
- Ensure full compliance with the terms and conditions of the contract and ensures that non-conforming contract services are corrected.
- Develop and submit all required information and deliverables in accordance with individual task order requirements and timelines.
- Prepare monthly program status reports for senior management.
- Develop and implement corrective actions when deviations from budget or schedule occur.
- Monitor and ensure that all staff complete mandatory customer and contract-specific training.
- Business Development Support
- Identify and assist in support of BD/proposal initiatives.
- Support the development of Past Performance narratives and contribute to technical approaches in proposals.
- Technology Integration & Knowledge Sharing
- Use technology tools to capture and communicate client and project-specific information, ensuring all forms of knowledge are documented and managed effectively.
Required Qualifications:
- United States citizen.
- High School Diploma or GED.
- Possess and maintain an active Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility.
- 10 years’ total experience in USSOCOM assigned organizations, as military, Government civilian, or contractor.
- 5 years’ Program Management experience on a DoD Contract, ending not longer than 12 months prior to proposal submission.
- Master’s degree in any Business-related field – OR – any bachelor’s degree and an additional 5 years’ (total of 15 years’) experience in USSOCOM assigned organizations, as military, Government civilian, or contractor.
- Project Management Professional (PMP) or DAWIA Level III PM certification – OR – an additional 5 years’ (total of 10 years’) Program Management experience on a DoD Contract.
Preferred Qualifications:
- Demonstrated experience with metrics for tracking program productivity, progress, and variance analysis.
- Familiarity with SOF organizations such as SOCOM HQs, JSOC HQs, USASOC, NAVSPECWARCOM, AFSOC, MARSOC, and the Theater Special Operations Commands.
- Program management experience of lifecycle management from inception to deployment of CBTA support for the design, development, and integration of DoD requirements.
- 15+ years of DoD experience or equivalent managing multiple contracts and functions (e.g., logistics, procurement) involving complex and interrelated technological project tasks and deliverables that range from medium to large, in size, scope, and complexity.
Work Conditions/ Travel:
- General office environment in a wide variety of facilities, including permanent standard office complex, shop office area, temporary facility, or trailer.
- Remote work.
- Travel as required to CONUS and OCONUS locations in support of the contract.
Technical Competencies
- Strong knowledge of both the program and project management lifecycles, from initiation and planning through execution, monitoring, and close-out. Skilled in aligning these lifecycle stages with IDIQ contract requirements to ensure continuity and adaptability across multiple task orders.
- Advanced skills in the Microsoft Office suite, including Excel, Word, and PowerPoint. Proficient in Microsoft Project for managing project schedules, resource allocation, and tracking milestones, with the ability to leverage these tools for comprehensive data management, reporting, and stakeholder communication throughout the program lifecycle.
- Knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR).
- Ability to develop and manage Quality Control Plans (QCP) and ensure contract compliance.
- Demonstrated expertise in managing and reporting on budget performance, including conducting cost analysis and developing accurate financial forecasts to ensure project financial health and alignment with program goals.
